Educational Meeting October 11, 2017 @ 6pm MS4 PROGRAM
In the 2016 Summer Edition of the Township Newsletter an article appeared in which we talked about Municipal Separate Stormwater Sewer Systems or (MS4). This “unfunded federal mandate” is part of the Clean Water Act and is part of the Nutrient Reduction Strategy Plan for the Chesapeake Bay. It requires urbanized areas of the Township to reduce sediment, nitrogen and phosphorus being discharged into our streams and waterways. This discharge of stormwater flows into the Letort Spring and Conodoguinet Creek, then into the Susquehanna River, and ultimately discharges into the Chesapeake Bay. The urbanized area is the portion of the Township that is located within the urbanized area boundaries defined by the U.S. Census Bureau in the most recent decennial (2010) census
Under the Federal Environmental Protection Agency (EPA), and now under the jurisdiction of the Pennsylvania Department of Environmental Protection (DEP), the process of issuing a National Pollution Discharge Elimination System permit or (NPDES) permits has begun. Middlesex Township received its official notification to apply for its permit from DEP on August 26, 2015, has adopted its Combined Pollutant Reduction Plan (PRP) for the Chesapeake Bay Basin, Wertz Run and Hogestown Run and will apply for our NPDES permit before September 17, 2017. The issuance of the NPDES permit will occur on or about March 16, 2018.
